Altercation in Blue Hill results in the death of Deer Isle man

An argument between 29-year-old Kimberly Phelan of Deer Isle and her boyfriend, 31-year-old Andrew Ray, also of Deer Isle, resulted in an altercation which led to Ray’s death.

Phelan and Ray had been out for the evening and were parked at the Blue Hill Town Park around 4:30 a.m. on Saturday, September 15. At some point, according to Chief Deputy Richard Bishop of the Hancock County Sheriff’s Department, an argument ensued, and Phelan drove the 2003 Pontiac Aztek away, leaving Ray in the park. Ray then started walking toward the village along Water Street.

Bishop said Phelan “several times went back and forth” in the vehicle as Ray was walking. The passenger window was down, and the argument continued. At that point, said Bishop, Ray grabbed the open passenger side window, “and possibly another part of the car.” Phelan backed the vehicle up, and Ray ended up underneath the car and was backed over by the front tires.

Ray was transported by Peninsula Ambulance to Blue Hill Memorial Hospital where he later died as a result of his injuries.

Bishop said the sheriff’s department is still gathering information and would not speculate if the incident was accidental.

Bishop said the investigation would continue for the rest of the week, as more information continues to come in, including the results of a blood-alcohol test. Then the principal investigators involved will sit down next week and fully consider the forensic mapping, scene recreation and statements before moving forward.

Hancock County Sheriff’s Deputy Robert Morang was assisted at the scene by Chief Deputy Richard Bishop, Detective Alan Brown, and Deputies Ed Montague and Jeff McFarland. The sheriff’s department was further assisted at the scene by State Police Trooper Greg Roy, State Police Major Crimes Unit Detective Jay Pelletier, members of Peninsula Ambulance Corps and the Blue Hill Fire Department.
