Board gives quick approval to 2018-19 School Union 76 budget
Supt. Elkington’s contract extended two years

With snow falling fast and roads slick, enough Union 76 board members—three from each school’s five-member board—attended a December 18 meeting to form a quorum. Soon, the 2018-19 central office budget of $573,813 gained unanimous approval. No changes were made from the draft first presented to the board November 30, which increases the budget 7.1 percent or $40,486 and adopts a new cost-sharing formula between the three member school districts of Brooklin, Sedgwick and Deer Isle-Stonington CSD 13.

The formula change now uses the town the students reside in rather than the number of students attending a school to calculate school population. That change was adopted unanimously.

Under the cost-sharing agreement, student enrollment counts for 25 percent of the formula, special education enrollment counting for 25 percent and personnel for 50 percent. In 2018, Brooklin will pay $90,375 or 15.75 percent of the budget, Sedgwick $135,420 or 23.6 percent and CSD 13 $348,018 or 60.65 percent. The new formula drops Brooklin’s 2018-19 payment by $574 and Sedgwick’s by $1,263 while increasing CSD 13’s by $1,836.

The board also approved extending Superintendent Chris Elkington’s contract through June 30, 2020 with a salary increase of 2 percent for a total $111,843, plus a $1,000 increase to the annuity Elkington receives in lieu of health insurance per his contract.

Special Services Director Kathleen Glennon’s contract was also extended for two years, through June 30, 2020, with a 2.5 percent salary increase to $88,150 per year. The budget also includes staff salary increases between 2 and 2.5 percent, a 30-hour-per-week receptionist position that began in December, and an upgrade to the telephone software system. The board also approved two new job descriptions, that of the receptionist and the assistant to the superintendent/office manager. All votes were quick and unanimous.

Finally, in board elections, Mike Sealander (Brooklin) was the sole nomination for chairman, after asking “Who wants to be chair?” and will remain in that position for another year, with Susan Ford (Sedgwick) returning as vice chairman. Skip Greenlaw (CSD 13) was approved as secretary.
